Description

The Accompanying Measures Component of the Water Loss Reduction Program (WLRP) for Karak Governorates comprises the development of the organisational, operational and management capacities of the Water Administration of Karak (WAK) in order to operate as a semi-autonomous, commercially operating business unit, increasing efficiency and service delivery to its customers.

Major components of the Accompanying Measures component are decentralisation of business functions from Water Authority of Jordan (WAJ) headquarters, utility finance and audit, technical, organizational, and managerial improvements, human resource development, public awareness campaigns and possibly Micro PSP.

Methodology

The consultant’s approach for carrying out this project is based on the following principles:

Improve the unsatisfactory base data availability and quality about subscribers and repairs by consequently introducing modern, integrated information management techniques on the basis of GIS immediately after commencement of works.

Utilize existing maintenance & repair data to identify critical spots/ areas for the WLRP network rehabilitation and verify such data through introduction of a GIS based maintenance & repair management system (DCMMS)

Establish a systematic leakage control policy and improve the quality of workmanship and repairs in the water distribution networks

Immediate start of a comprehensive subscriber survey (CSS) and creation of a GIS unit in WAK and training of WAK staff to

Guarantee continuous updating of all relevant data within the project period,

Secure that the collected data & information on system facilities and networks is being prepared in digital form as an assets register for further use within WAK even after completion of the WLRP, and

Establish the nucleus of a computerised, integrated water information management system not only covering technical, but as well commercial, customer data to improve all critical business processes.

Facilitate close co-operation of WAK with other decentralised units like Amman, NGWA and AWC to ensure a maximum of know-how transfer, to obtain the necessary feedback for the planning and implementation of the project, and to facilitate timely decision-making.

Involve the local private sector to engage on operations management through Micro PSP

Focussing on the tertiary water distribution network and development of solutions, which not only provide technical solutions for the reduction of non-revenue water but as well strengthen the operational flexibility of WAK in addressing the water losses on the non-technical side (customer management)
